c² is the speed of light squared. In the SI (metric) system that is about 9x10¹⁶ m²/s² or 9x10¹⁶ J/kg
that is, 1 kg of mass converted to energy yields 9x10¹⁶ joules of energy

I’m assuming you mean why is c^2 even in the equation. Why not c, or c^3, or some other factor?
‘c’ shows up in many equations in both special and general relativity. They all stem from the same reason and that reason is how the spacetime interval between two events is expressed. Instead of that interval involving space and time expressions, the time expression is converted to a ‘space’ expression by multiplying by ‘c’ . It’s simply the old s = vt formula, with v=c since c is invariant. So, given two events, the separation between two events in spacetime with one space and the time dimension is
s² = x²  c²t²
In relativity, we extend basic classical vectors into spacetime vectors (4vectors) by adding time components to the space components. Using the above equation, we can find the time component of a 4vector spacetime velocity which turns out to be ‘c’ in a rest frame (in a rest frame the space components of 4velocity are all zero. All components are scaled by the γ factor if not in rest frame).
We can form a 4momentum vector by simply multiplying the 4velocity by rest mass m, giving a time component of 4momentum of ‘mc’.
While the above 4momentum can be used to derive Einstein’s energymomentum equations by manipulating terms, it’s not intuitive. We turn to how energy is described in general relativity as momentum flow across the 4 constant surfaces in spacetime (e.g. t = constant slice through space). So, rest energy is the time component of 4momentum ‘mc’ ‘flowing’ at the rate ‘c’ across a constant time surface, mc*c = mc².
The last part probably isn’t super clear but the stressenergy tensor in general relativity is too difficult to go into detail.

It means there are 9 x 10^16 joules (energy) per kilogram (mass). It's just that simple: a number, with units. It's like asking, what does 60 miles per hour "really" mean.

You are referring to C^2. That is c multiplied by itself or C*C. C is the speed of light in a vacuum. This is 3*10^8*3*10^8 m/s which equals 9*10^16 m/s^2 which is really quick when compared to a 17250 bullet which is fairly quick when compared to a bullet fish escaping from a killer squid.
Compare when you hit your thumb with a hammer. You see it happen a long time before you feel it. And you think Oh**it, that's gonna hurt. Then the pain hits you and you no longer care about the speed of light squared. It's all relativity.

E represent the energy of the number of masses that move at the speed of light.
Since no mass can move at the speed of light without breaking its structure,the only single particle that is massive and does not break up at the speed of light is the photon particle (Ahor)
There fore if an atomic mass structure has a Rest Energy content ,it would contain the energy of a particular number of Ahors (Photon. It would have the Energy as follows;
