Who coined the term "frontline worker?"?

    The term goes back to the 1500s. As a word for the very front line if battle. 

             I can't find who exactly coined the term. But the first use of this as a word to describe civilian workers on the front was from on WWI. Because of the large amount of transport and medical staff, working  close to battle.
