Panties are women's underwear. Underpants is what one would wear under the pants. Briefs are basically a synonym of underpants but usually refers to sleeveless underpants (as opposed to boxers). Underwear is often used synonymously with underpants but can mean any clothing used under the main things like pantyhose or bras can be underwear.

They're all clothes worn under the clothes you wear in public, which means they include undershirts and bras.

Women call their underpants "panties."   Men usually refer to their underpants as briefs or boxers.

It depends whether you're in the UK or the US.

In the UK panties are women's underpants. Underwear in the UK means anything that you wear under your clothes: panties/boxers/y-fronts depending on your sex, bras, vests ("undershirts" in the US), camisoles that aren't meant to be visible, petticoats.

In the UK we also call panties "knickers".

Panties are for females. Briefs were for males. Underpants I guess could be for males or females. Underwear could involve all things worn under the outer/visible clothing, including panties, briefs, undershirt, brassiere or a slip.

Panties are underwear worn by ladies.

Pants are underwear worn by ladies or gentlemen in England.

Pants in America are worn over the top. They are called trousers in England.

What the English call pants, are called underpants by americans.

Briefs are the same as pants or panties, and are also what lawyers are given.

Panties, briefs, and underpants are all underwear.

Panties are somewhat more skimpy (sort of) and are worn by women.  Briefs are what some call male underwear, especially the ones that are not boxer shorts.  They can be somewhat skimpy as well, although not as delicate as panties often are.  Underpants = underwear.

Panties are worn by women by design. Briefs are close fitting male underwear. The alternative to briefs are boxers, which are loose fitting shorts. Both for men. And then what bookbinder said.

"WHAT is the difference..." not "Which".

Panties are worn next to the skin, and they look like legless shorts, or legless trousers. They cover the crotch and backside areas, and they are worn mainly by females.

Briefs are similar to panties in appearance, and they can be worn by both females and males.

Underpants are worn next to the skin, and they look like legless shorts, or legless trousers. They are worn by males. They can have legs of different lengths, but the legs are always short.

Underwear means any clothing that is worn next to the skin. Underwear can include panties, briefs, underpants, vests, brassieres, underskirts. Underwear can refer to such clothing that is worn by both males and females.
