Is it pretty much universal around the world for schools to have cliques or groups of kids who are "popular"?

Only when they are 'tolerated.' This is natural behavior for kids who get early guidance from 'peers' more than adults unless the adults assert themselves.

In the UK that rarely happens.  We don't tend to place much importance in being 'popular'.  At my daughter's high school everyone mixed happily together - the intellectual ones, the ones with learning difficulties the sporty types, the clumsy ones, the theatre fans, the quiet ones, the extroverts - whatever.
