    It wasn't just mob bosses. As commented by @anonymous, smoking was popular in the 1950s. There was little if any, research done on the ramifications of smoking.

    Many of the celebrities in the 1940s and 50s were spokesmen for the various brands, and even doctors pushed them.

    Smoking a cigar was as much of a status symbol as it was as a simple product to enjoy - it represented "success".

    Mob bosses presented themselves as "legitimate businessmen" - and always successful. Cigars were just a part of the illusion.

    In the early 1950's everyone smoked, or at least 60% of the population. The tobacco companies were among the richest corporations in the U.S.
