The Rock hands down. The fact that WWE was making Merchandise tailored specifically for each City The Rock appeared in should tell you something. How many millions of Fans have "Finally The Rock has Come Back To (Fill In The Name of The City) T-Shirts?

Everybody saying "The Rock" because of his Mic skills
When in fact: The Rock sucked when he first showed up in WWF/WWE.
He was under the name Rocky Maivia & he was a jobber at best.
It wasn't till he injuredhe did that rememberable.

The Rock easily if you smell what I'm cooking, Goldberg couldn't even cut a promo or wrestle for that matter, The Rock had him beat in every attribute.
