Rewrite 0.7 as a common fraction
7/10
The larger the number in the denominator the smaller the fraction
Think of a pizza
You cut it into 9 slices. You cut another pizza into 10 slices. Which pizza has the bigger slices?
Take another 2 pizzas. Cut one into 4 slices and the other into 3 slices. Which pizza has the bigger slices? Compare the numbers in the denominators.
Another way of thinking about size Rewrite both numbers as common fractions.
0.7 = 7/10, 7/9
Find the common denominator
7/10 X 9/9 = 63/90
7/9 X 10/10 = 70/90
Which fraction is closer to 90/90?

0.7 = 7/10
If you had 7 pizzas and you divided then among 9 friends you'd get a bigger share than if you divided them among 10 friends.
Stated another way, if the numerators are the same, the larger the denominator the smaller the fraction (and vice versa).
7/9 > 7/10 (0.7)

The 0.7 is 7/10, and you are comparing it to 7/9.
Keeping in mind that 1/2 > 1/3 > 1/4 > 1/5 etc.,
you can see that 7/9 = 7 x 1/9 > 7 x 1/10 = 7/10.
So 7/9 is greater.

you have a calculator...
7/9 = 0.777
which is greater than 0.70
alternate:
compare 7/10 to 7/9
latter has smaller denominator, therefore fraction is larger.
