The bulb, socket, switch, lamp fixture and wiring give off both RF and EMF in ELF.  Just use a multi-meter or a radio  to prove it.

No, Incandescent bulbs give off 50-60 cycle radiation depending on the country.

Neon tubes give off 100-120 Hz. LEDs give off higher frequency radiation if they have an oscillator driver.

All of them give off minuscule amounts and are almost undetectable. They are below class B  RF radiation.

I suspect by "regular bulbs" you mean incandescent lamps  but today LED lamps are becoming the standard. Incandescent objects produce a very small amount of radio spectrum radiation, although again, we need to be specific because some might not include microwaves.

But some LED lamps and all CFL lamps have oscillators that radiate significant radio noise. Aside from the oscillator noise, LEDs and CFL are efficient because they do not waste energy  radiating invisible radiation.

The answer is mostly no. Yes, in the sense that light is high frequency radio waves... or that radio is low frequency light. But as a radio emitter in the way you're thinking of, it might leak some of that 60 Hz wave coming through your power lines and that's about it.

Smart light bulbs do have some computer electronics in them: voltage converters, microprocessors and Wi-Fi type radio transmitters.

Yes, but at extremely low intensity.  If it is a bulb in a socket plugged into a wall socket for 120 V 60 Hz power, the wires in the base of the bulb leading to the filament give off a VERY small amount of radio waves due to electromagnetic induction associated with alternating current.

What color is the light bulb?
