Well, it depends at what time of the wars you mean. At the start, Goldberg was the bigger star but by the end of it The Rock was on a whole other level, the only wrestler in the world who could hold a candle to The Rock was Steve Austin who was arguably bigger. But at that time it was Austin and Rock head and shoulders above any superstar in any promotion across the world.
