Is Esperanto a macaronic language or is it for a peculiar language?

No, it is very structured, with many words being formed from wordstems and rather consistently used prefixes and suffixes.

Sort of. It was created by a guy who spoke Russian, Polish, French, German, Hebrew, Yiddish, English and knew Latin, so most of the wordstems are european in origin.
One reason why Esperanto is bigger than any other conlang is the fact that Zamenhof - the guy who initiated the language in 1887 - explicitly allowed ordinary users to add new words, rather than keep all the strings in his own hands

Esperanto is a constructed international auxiliary language based on the Indo-European languages spoken in Europe. The vocabulary derives primarily from the Romance languages, with some contributions from Germanic languages, Slavic languages and Greek.

Seeing as how it goes riding on a pony and sticks a feather in its hat, it must therefore be macaronic.
