Today is Thursday. Someone said to me "do it by Thursday week". Do they mean the Thursday in 7 days or 14 days?

It means a week from today.

@Anonymous - it's a common manner of speech in northern England; it means do something within seven days of the next occurrence of the day mentioned. In the example above that would mean within 14 days as the statement was made on a Thursday. If it had been said for example on a Tuesday that would mean do it within 9 days (7 days from the following Thursday.).

The expression means one week from Thursday (7 days). It's an expression that is not often heard these days.

That's not a way anybody says things in English, so either you misheard them or they misspoke. Whatever the case, if you don't understand what someone means when they say something to you, you should ask them to explain what they mean, not a bunch of random strangers that didn't say it, didn't here it, and weren't even there.
