Karen and Perry are sharing a packet of sweets in the ratio 2 : 3.
If Karen gets 10 sweets, Perry gets 15 sweets.

Perry gets 3/2 as many as Kate gets, per the order of operations implied by your question's wording.
Karen wasn't noted in the parameters, what she gets is irrelevant.

For every 2 sweets Katy gets, Perry gets 3.
How many 2s are in 10? 5
So multiply 5 times 3 and that's how many Perry gets.

There is no information on the ratio of Karen to either Kate or Perry
Therefor no solution is possible.
----------------------------------
If the question intended to give the
Karen : Perry ratio as
2 : 3
Karen gets 10 sweets
10/2 = 5
Multiply both sides of the ratio by 5
Karen : Perry ratio becomes
10 : 15
Perry gets 15 sweets <––––––
