Since the Timeout stated that Travel to Australia might not restart until late 2021, will it restart by October, November or December 2021?

Not even the Aussie government knows that yet. 

They’ll keep the situation under constant review and if vaccines prove to be effective enough they hope to start normalising travel arrangements sometime this year. 

If current vaccines do not prove effective or if new strains emerge which current vaccines are useless against then their doors will stay shut.
