With that % of European ancestry I'd say you're either biracial or from the Americas (most people of African descent do not have such a high amount of European ancestry, except perhaps for some communities in South Africa and Cape Verde). People from the Caribbean and some parts of South America may have a substantial amount of African as well as Native American and European ancestry.
African-Americans have moderate amounts of European ancestry while their Native ancestry is low to negligible.

Nothing in genetics comes in percentages.
The easiest (not necessarily correct) explanation for your "result" is that both of your parents have a white parent and a black one, and you happened to get a chromosome more from both white ones
