Why are people always trying to harass the Loch Ness Monster?
What did Nessie ever do to those people?

Don't worry about it. "Nessie" is probably based on sightings of spruce logs. They become waterlogged and sink, becoming buried in the mud. As they decay, they generate gasses, which reduce the weight and break the log free of the mud. The logs rise rapidly to the surface, move a bit, release the gasses, and sink down to the bottom. There was an interesting article in American Scientist on the subject a couple of decades back. [No, NOT Scientific American.]

Her ghost haunts their dreams. And this causes people to chase the ghosts that haunt them. Keyword here being "ghosts."

Nobody can harass something that does not exist.

I don't think that is true. People are trying to look for it to see if rumours are true. That is not bullying.
