99 Toyota Camry door lock issue?

Everything did work fine but suddenly today when putting the key in the drover side door the alarm sounded and would not go off until ignition of the car.

On top of that the door lock panel on both driver and passenger doors will not unlock. Pressing the switch to lock still works, but neither side will unlock nor make any sound like it is attempting to.

We have never had a key fob for this car and prior to today if the alarm went off just putting the key in the drivers side door stopped it. But now that is the cause of the alarm??? What happened? 

Update:

As stated in the initial post, there is no key fob. Therefore nothing to put a new battery into. It's the car doors themself.

    Electrical problem in the alarm system.  Door lock actuator is also lilely broken.  See a mechanic.

    My one guess is the alarm relay is bad. You could try looking in your owner's manual if your car has a factory supplied alarm for better information.

    Electrical. CB is probably right. After all, the car is 22 years old.

    Change the battery in the key fob and try again.
