Where do homeless guys shave ?

I see quit a few clean shaven ones, so are shelters where they can do it? Or do some men just naturally not grow much facial hair, because ive seen ones that don't have a beard" but smell awful, you'd think if you have enough discipline to shave, you'd also have enough discipline to shower.
