It depends on your level:
1 : 5 questions
2 : 10 questions
3 : 15 questions
4 - 7 : 20 questions

The answer is yes. Yahoo has instituted the limitations in April of 2012 after certain users in Levels 5-7 took advantage of the unlimited asking feature by posting chatty questions, trolling, unhelpful, etc. Remember the limitations were needed to keep out the aforementioned problems.
Since you're already on Level 6, you can ask your daily limit of 20 questions. Here's the breakdown of the daily asking limits:
Level 1: 5 questions
Level 2: 10 questions
Level 3: 15 questions
Levels 4 through 7: 20 questions

Yes. Each user level (1-4) has a limit of how many questions and answers they may post each YA day. As a Level 5 user you should've figured that out long ago. You can see the table of info at the link below or by clicking "Points & Levels" at the bottom of any YA page.
