Why was the Declaration of Independence a necessary document for the founding of the new nation?

Because it broke the ties with England, you can't become your own nation, without shedding any power of you

It wasn't. The colonies could have begun their insurrection w/o it. However, the DOI gave England a chance to respond in a conciliatory way to the American intentions. It didn't which was no surprise.
