Why was the BBC allowed to make fleabag yet not show it on any of the BBC channels?

We pay a TV licence, it is publicly owned. So i don't see why they're allowed to go off and make a show for Amazon.

The BBC gets a lot of much needed revenue from selling to other media outlets - WORLDWIDE.
