Anyone who went to school knows 16 is smaller than 17. No, you can't put a 16" tire in a 17" rim.

Some Motorcycle tube tires Might, yes.
NOT a steel belted radial Cage tire .Hard Enough to get a 17" on a 17"..Try It.
Reminds me of Dumb Douggy, since he Couldn't Read, he tried on some of my pants ( I am 34 x 30, he had to be 38 x 38. No Way...)

No, there is no way to put a 16" tire on a 17" rim. You might bend up the rim trying to do it and tear up the tire.
