Yes, that's rude. It's the equivalent of saying, "You looked so much worse before."
Instead, it's fine to say they look good, without referencing how or why.

Not if you had good reasons for saying it - whatever a glow up is . okay thank you Matt , yes I think that is rude and insulting unless it was siblings or between loved ones .
