Car makes low growl when turned on, shifted in reverse, or shifted out of reverse. ?

Question

I drive a 2008 Volkswagen Jetta with a standard transmission. Recently my car has been making a weird sound for exactly 9 seconds every time that I turn my car on, put my car in reverse, or shift from reverse to first. The sound seems to come from under the glove box in my car. 

The sound is similar to if something were stuck in a fan
