say there is a guy who is 21 and has 4 siblings( 2 adopted and 2 bio) ages 6,13,14,16. Could he adopt them if both his parents are dead?

    He could be appointed as their legal guardian. Adopting them would erase their parents off their birth certificates, and it is unlikely they would want that. They would would also not get the social security death benefit from their parents which a 21 year old would likely need to financially support four siblings.

    Legal guardianship gives him the ability to make legal decisions for them enroll them in school, etc.

    In theory, yes.  He’s not the parent first that has to be clear.  He is the guardian.  He needs to be able to provide for them.  That is a reason adopting kids is so difficult, you have to pass everything that the agency wants.

    He could not actually "adopt" them because they are his SIBLINGS - (especially the two biological siblings)

    He COULD try to get guardianship of them.  This would mean they live with him and he provides for them - just as if he had actually "adopted" them.  

    The biggest obstacle for this would be his age and proving he would be capable of caring and providing for them.  At 21 years old - very few people are ready for that level of responsibility.
