I doubt they do fully as the mountainous landscape is perfect for terrorist groups to hide in and run their campaigns of violence trying to topple the government.  Many hard core Muslim groups do not like the way Muslims are modernizing and turning their backs on the traditional Muslim religion and want to topple the government and force Afghanis to drop modern western ways as they see are from the Christian countries, and Islam is being slowly eroded from the country as people adopt western ways.  Groups like ISIS and the Taliban severely punish anyone who listens to western music, educate girls, does not dress in Islamic clothing, or adhere to the ancient religion, and want to return countries like Afghanistan to the dark ages.  From my understanding these fanatical Muslim terrorists still set off car bombs or use fanatical people to blow themselves up in crowded places in the cities to show they still have the power to terrorize in the country.

It is not impossible to invade AFghanistan. Many have done it successfully before. BUt it is difficult to hold on to it or control it.

It used to "control" it by allowing the provinces to govern themselves. Now they don't even do that.

    They don’t........

They do not control it.  It is still very tribal, and the rural tribes are controlled by tribal leaders (warlords in some cases).  The government makes pacts with these local tribal leaders, but they pretty much self rule, which is why Bin Laden was able to create a terrorist training camp there, the locals let him.

The government only controls a portion of the country. its not even a country really, just tribal regions.
