Why would a number be out of service when it's really not?

I live in NY and i spoke with Person A who also lives in NY. Person A gave me his office number to give to Person B who lives in Nebraska.

When person B calls Person A, it says number not in service. When i tried calling person A, it IS in service because it rings a few times and goes to his voicemail.

Why would this be? I confirmed that person B is calling the correct number too so it can't be that.
