I have no idea what tier two is, but here she could visit you and do your hair.

I doubt it and I do not know why you would even want to risk it. A hairdresser going to many houses could be spreading the virus as she goes. She should realise that and should also know the rules. 

I have not have my hair cut since February when it started because I would rather stay alive than stay beautiful.

Obviously not, the hairdresser would be breaking the law going into peoples homes and hairdressers are again  'closed' for the next 4 weeks in salons and you should KNOW that you do not have anyone in your home
