If you write a song about another person without their permission, do you owe that person when your song makes you a lot of money?

    No of course not. You don't need someone's permission to write about them!

    Notdirectly for the composition - but if you in any way portrayed them unfavorably, you could still be sued.  Most celebrities/public figures dismiss most of this, unless it is legally defamation of character.
