About 20% of NYC was born outside the USA.  And I know of a school in Brooklyn where the Board of Education, which provides a bilingual teacher if a school has 20 or more kids who speak a particular foreign language at home, that provides over a dozen bilingual teachers for languages such as Afghan, Pushtu, Arabic, Mandarin.  The benefit to the rest of us is some really good foreign food restaurants around there.

Los Angeles also has a pretty good sized immigrant community.
