Can, could, and would a employer report a failed drug test to law enforcement ?

Would it number one be legal? Number two, would they be required to? And number three, would they ever probably do it? Have you ever seen this?

    There would be nothing to report because taking drugs is not against the law. What is against the law is possession. However if you took the drugs you don't possess them any more and all evidence is gone. There are also many legal medicines that are considered drugs. Take Heroin... it is an opioid.. the same thing as OxyContin which started the whole opioid crisis in the US. It would be next to impossible to differentiate them once they are taken.

    If they knew you where on a illegal substance then they probably would. However other things can be non illegal drugs as well

    I do not believe that they can and even if they could it is unlikely they would.

    If they were to do so without finding that you had drugs in your possession they would be opening themselves up for a law suit.
