can someone get charged for telling someone to get raped?

    Possibly.  That would depend upon two factors:

    (1) Whether that comment is part of a broader pattern of cyberbullying, harassment, hate speech and/or intimidation, or it was said in a more joking manner.  One would have to look at the entire context of the interactions of those two people to determine whether a crime had been committed.

    (2) The relevant laws of the land. Laws regarding cyberbullying, hate speech and other offensive behaviors differ from one country to another and some are stricter than others.  Certain European countries like Germany criminalize types of offensive speech that would be protected under the First Amendment in the United States.  Depending upon the context, such a comment could be seen as misogynist and hate speech against women in some jurisdictions.
