I would solve it by using the standard equation.

distance[final] = distance[start] + speed[start]*time + 0.5*acceleration*time^2

Plug in the numbers in this problem

0 = 14 + 0.5*(-4)*t^2

14 = 2*t^2

7 = t^2

2.646 = t

That's sort-of close to 3.
