Can police do a welfare check without being asked to by another concerned citizen?

What I am asking is if the police come to your house and you refuse entry, can they just make up the excuse "oh I am here to do a welfare check on so and so" and barge in even though they weren't called to do so by a friend or whatever.

    No, they need cause, they can't just decide on their own to do a welfare check. That whole Fourth Amendment thing isn't a guideline, it's the hard, fast law.

    The best they can do is lie to gain entrance for an emergency how ever once inside if you know they are wrong you can do anything if you have gun, shoot them to protect your home.

    Why would the come to your house?  Do you  think that they randomly knock on doors to see what you are doing?
