Democrats prepare bill to reform Supreme Court; your thoughts?

Update:

the Supreme Court Term Limits and Regular Appointments Act

Update 2:

@Kieth: The part about adding Justices to the court does NOT require a constitutional amendment.

the part about Term Limits ---- they wrote it so that it doesn't apply to current justices, so that makes it less likely that it requires an amendment to the constitution.
