In Pennsylvania can a child decide which parent they want to live with at age 12?

    In NO State is a 12-year old's opinion of which parent he/she wants to live with binding on the Court.

    In no state can a minor of any age ever decide.  In all states, the judge can listen to the child's statement and take it into account.  But it's always the judge that decides.

    If there is a custody dispute, a JUDGE decides
