An EMSA can be used to determine if a transcription factor is bound to DNA.?

true or false.

Is it true since EMSA is somewhat similar to elisa where they both need to be bounded to a DNA

True.  But it's not similar to ELISA at all.  The respective principles behind ELISA versus EMSA assays are completely different.

EMSA can be used qualitatively to identify sequence-specific, DNA-binding proteins (such as transcription factors) in crude lysates and, in conjunction with mutagenesis, to identify the important binding sequences within the upstream regulatory region of a given gene.
