Is the following sentence grammatically correct?

He has to pay his house tax annually, otherwise he will have to pay a serious fine.

    I would prefer. "heavy fine" in place of serious fine", remaining portion is fine.

    Because all people in houses have to pay 'house tax' every year, I would change the form:

    "House taxes have to be paid every year, or the owners face large fines."

    Note that 'house taxes' have different names in different English-speaking countries, so stick with 'house taxes' for the sake of this exercise."
