Does radar detect EVERY aircraft in the sky? Could you safely rely on radar to detect traffic, then scan and lock on, during VFR flight?

    Every one. No exceptions.

Drones, paragliders, powered parasails, some types of gyrocopters, hot air and helium balloons, small blimps, some wooden airplanes, some gliders might be almost as hard to see by radar as stealth aircraft.

David Blane ascended by holding on to many small balloons, got to altitude where large planes fly.  He had to have special clearance.

The nut in a lawn chair with 22 weather balloons was another case of dangerous activity among the airways.

EVERY airplane has some sort of radar signature,  even the B2 bomber.    However to make things safer most civilian planes have a transponder that not only improves the radar return but identified the plane too.    The only civilian planes that may be an issue are gliders made out of fiberglass.   With few metal parts,  they do not have a really good radar signature.

No. A Piper Cub or PA-18  looks like a flock   of geese on radar.. Mostly wood and fabric. Radar generally only detects things that conduct electricity, like aluminum and carbon.

NO  and NO. Under VFR  the rule is SEE AND AVOID. That means VISALLY.  radar is only an aid to complying with that REGULATION.

A friend had to put a transponder in his Super Cub, because ATC couldn't "see" him on their radar.

What you're thinking about is TCAD/TCAS. It's a thought, but as a rule NEVER rely on anything more than the basics. The more bells and whistles you have, the more stuff that will quit on you when you REEEEEEALY need it. If you're gonna fly the plane, then "fly" the plane.

I have some kites that radar is going to miss.

The air force has these air planes that are supposedly stealth air craft- they are called that because it is very hard for radar to detect them.

Also some aircraft have a funny habit of flying real low so that they can evade radar.

So I have to say that radar can not detect every aircraft in the sky.
