Do they not clamp cars as much as they used to in Central London but ticket instead?

    Clamping cars on private land is now illegal.  It may still be done on public land in exceptional circumstances, but I suspect there is more towing going on.  Clamping keeps the car in the same place - which might be causing obstructions.  Towing will remove it from the area. Plus you need a bigger workforce to clamp, take the penalty money and release. Ticketing uses fewer workers and probably brings in a good revenue.
