Can the police track an computer or cell number that they don't know ?
I'm curious about this as I've heard of criminals going off the grid but is still using the internet and cell service anonymously. Some say that they use burner phones and an new laptop that they bought that the authorities don't know. Can they track these two things ? Can they track or find out about an number that they don't know about ?

Yes they can. When you log in, you will reveal your IP address and they will know you.

You can be sure that if "criminals" are downloading child porn, they will be tracked successfully, regardless. Only in a few rare cases can those people get away with it, at least for a while...
Computers can be queried by certain web sites (bait traps) that run scripts and retrieve things like HDD and system serial numbers. With a serial number, they can track down to which store it was bought from, and possibly track things from there.
Cell phones can be tracked by the towers they use, and triangulation of their signals can give a relatively close location, even if their phone has GPS turned off. All cell phones have unique identifiers as well, so when the cops find you with one of those phones, they know they have you.

If they find out the phone number or the serial number of the phone, they can track it. But if they don’t have proof of who bought the phone, and nobody rats them out to the cops, they’d have no way of knowing who’s using the phone. A computer could be traced by a persons online activity. If the cops are monitoring certain websites, and the person posts something on that website using their known account, they can trace the IP address. But that’s not something most cops would waste their time on, except social media. If they use all new accounts and a fake name, there wouldn’t really be a way to trace it. Computers don’t know who’s using it.

Yes you can be tracked. The best way to avoid the police is to not get involved in criminal activities.
