How come the Weather Service can say "Chances of Snow near 100%" and then our forecasting area doesn't even see a single flake?

    Because near 100% is less than 100%. Same reason that, in the other end of the scale, the chance of winning the lottery is near 0%, but somebody does win it.

    Too little information has been provided to say how come the Weather Service can say "Chances of Snow near 100%" and then our forecasting area doesn't even see a single flake.

    Because you're listening to a forecast for Alaska, while you live in Texas.
