Can a bank charge a fee of $0.01 if you went a penny over your credit card limit? My limit is $2000!?
Some bank's Terms and Conditions indicate the fee cannot exceed how much over the limit the consumer went over...so the fee could not be more than a penny if going by that rule!

Over is over. What don't you understand about the word LIMIT? Pay what you owe, not nearly what you owe, and then you will avoid a penalty for failing to pay the minimum.
