Can a bank charge a fee of $0.01 if you went a penny over your credit card limit? My limit is $2000!?

Some bank's Terms and Conditions indicate  the fee cannot exceed  how much over the limit the consumer went the fee could not be more than a penny if going by that rule!

Of course they can.  You are over the limit.

    They certainly can.

No ... in that the overdraft fee is more like $20.

Over is over.  What don't you understand about the word LIMIT?  Pay what you owe, not nearly what you owe, and then you will avoid a penalty for failing to pay the minimum.
