Some are, some aren't. The Himalayas are still rising.

The Himalayas are rising as continent plates are pushing together, causing them to rise faster than they can erode away.   The Appalachians are shrinking as they are no longer under pressure, and erosion is eating away at them.---depends on the mountain range.

Some are. For example, the Himalayas are still rising because they are being pushed up by tectonics. Others however are slowly being worn down by weather. The islands in Hawaii are either rising if there are active volcanoes under them or they are being worn down if the volcanoes are no longer active.

some are rising faster than they are being eroded away, yes.  Many are long past that point of uplift and are now just slowly being worn down, and down, and down.
