Should I report AP Exam scores on the UC application, even if I got below a 3?

No, it isn't necessary.  You won't be getting credit for those AP classes.  If you don't report your scores, they will assume you got a 3 or below.  If you send your scores you will confirm that you didn't master the content or demonstrate college-level ability on those exams.  Neither is good.
