My gpu light stays on when pc is off?

I just build my first gaming pc and my gtx 1660 super tuf gpu has a small light near the 6+2 pin connector. when my pc is off the light stays on. Is this normal or is my card always on. I don't want to have to turn my psu off everytime

    Some do and some don't

    I have an XFX Thicc RX 5700 Xt and the lights don't stay on when the PC is off. However the lights on my motherboard stay on when the PC is off.

    Most modern motherboards have the ability to "warm boot" from network request.  So the PSU is always giving a 5V DC trickle to motherboard.  You can turn PSU off or pull power to it (from socket and cable or from UPS or from a switch-on power block).  Then everything is off, and when power comes back, your box must do a "cold boot".
