i am a 26yr old guy, in a power wheerchair, cant wear anything on my feet and can only wear shorts and not trousers

You could wear a hospital gown (they sell them some places, with a quick google search you could find some) and make yourself into like a zombie patient (you already have a wheel chair, so that would add to the costume). That's if you're going for something scary.
