Thermodynamics developed over a relatively long time and there was no single theory by one person that explained everything (as with Maxwell for electromagnetism, or Einstein for his Relativities), it was much more of a series of contributions. So without a good deal of research it would be hard to pick one scientist above another. I would hazard a guess tho that many people might pick out Boltzmann.
