Why did Old Benjamin seem unchanged after the rebellion? What does this reveal?

In Animal Farm by George Orwell, Old Benjamin the donkey seemed unchanged by the Rebellion, he still had the same personality. Why would Orwell keep his personality the same, and what does this reveal?
