I posted a long explanation about language diversity which for some reason has not appeared above. The sentence which you posted is classic Received Pronunciation from the UK, known also as "the Queen's English" and traditionally spoken by the higher classes. You will also hear it in old British films and pre-war radio

That is an English actors ‘RP’ - Received Pronunciation accent. Trained in the theatre to ‘project’ with clear diction.
