Can a muscle lose at least part of its capacity to contract as a result of an aggravated muscle strain?

And if so, are there any ways to fix that?

    All the time.                      Immobilize until the injury is healed then slowly and gently exercise to regain movement and strength.

    in order for a muscle to contract, it needs ATP. sometimes when it's overworked, it runs out of ATP and doesn't function. you need rest to give the body time to make more.
